19-017-SP Alertnote on the Syrian Refugee Crisis in Lebanon

The Syrian civil war has just entered its ninth year – a war which has caused 6 million people to become internally displaced, while another 5 million refugees have fled the country. The UNHCR reports that 924,161 officially registered refugees have settled in Lebanon as of August 1, 2019, while unofficial estimates are closer to 1.5 million.

The DERF recieved an alert note regarding the Monsoon Crisis in Bangladesh 25 July 2019. The main monsoon season started in mid-June. A weekly update from the Inter Sector Coordination Group (ISCG) in Bangladesh sets the date to June 17th, which marked the start of the daily rain, including several periods of continuous rain for many days.

Decision: Not to activate the DERF to Congolese Refugee Influx to Uganda Reason:Despite the challenging refugee situation in western Uganda it is decided not to activate DERF for the following reason:The increase in the number of refugees arriving from Congo to Uganda is at the current state not sufficiently high to call it a spike in the ongoing protracted humanitarian crisis.

We found a minor error in the draft Funding Guidelines Version II uploaded 15 May for comments. It states that the processing time for applications from non-prequalified applicants takes 21 working days (section 6.3 Application Process, page 16 Figure: Time-line: RR Grant Assessment Process). This is not correct, it takes a maximum 14 working days, and this is not being changed
