Expression of Interest to design a Natural Resource Center for disable and challenged people in Rwanda

The umbrella organization of persons with disabilities in the fight against HIV and Aids and for Health Promotion “UPHLS” is a Rwanda based NGO operating since 2006. The three year project titled “Local Nongovernmental Partnership for Sustained Country Leadership in Rwanda” and sponsored by the Centers for Disease Control and Prevention is being implemented by UPHLS

UPHLS is instrumental in promoting the rights and inclusion of people with impairments which may be physical, sensory, mental or intellectual in nature. UPHLS intends to achieve this through building capacities, making policies and programs and monitoring and evaluating them.

It is keeping this in perspective UPHLS has issued a request for Expression of Interest from qualified consultants/engineers/architects to design a Natural Resource Center on disability and HIV/AIDS based on universal design and accessibility standards of the Rwanda Housing Authority. The scope of work mandates the design of the Resource Center and providing the estimated bill of quantities to implement the project. The principles and methodology to be used in the design of the Resource Center should allow for free, independent and seamless movement of people with disability of any kind throughout the center at all times. Information and signage should be easily accessible to all people. The Master plan should incorporate universal standards and construction codes recently enacted under law number 04/CAB.M/015 of 18/5/15.

The desired qualification required is a degree in Architecture /Civil Engineering with relevant certificates and a minimum experience of 5 years in executing similar projects with valid certificates/documents.

Eligible consultants must deliver their EOIs in sealed envelopes to the office of UPHLS and the deadline is 7th January 2017, 10.00 am local time. The selection will be based on the internal procurement regulations and policies of UPHLS.
