Retail volume sales of cigarettes fell more sharply in 2016, and retail current value sales dropped for the first time since 2002. Stricter enforcement of smoking control in public areas, increasing consumer health concerns, the slowdown of the macro economy and continued price hikes due to rises in taxation all impacted cigarette consumption in 2016. Although the national smoking ban regulations are still in legislative process, 18 major cities in China, including Beijing, Shanghai and Shenzhen, have already implemented regional smoking restrictions in all public areas. Shanghai expanded its smoking ban in 2016, which not only restricted smoking in all indoor public areas, including restaurants and hotels, but also added restrictions on six more outdoor public smoking areas, including all educational institutions, stadiums and waiting areas for all public transportation. In addition, enhanced advertising laws and health warnings on tobacco packaging in 2016 contributed to the negative performance of the category. The State Administration for Industry and Commerce of China issued “Interim procedures for Internet Advertising” in July 2016, which expressly prohibited any tobacco advertising on the internet. Newly issued cigarette packaging regulations in December 2015 enlarged the font size required, and increased the contrast ratio of warning messages on the packaging.
