The Swedish Migration Agency confirms

A complete application for a Work & Residence Permit shall be made within 10 working days for a new application and 20 working days for a renewal application for certified companies. For applications submitted prior to 2nd of May 2017 the Authorities goal is to have made a decision before June 30th 2017.

Applications where no statement is given by a trade union organization, or such an organization refrains from doing so because of the lack of a collective agreement, a decision will be made within 60 working days after receipt of the web application.

The Swedish Tax Agency confirms

There is a currently a significant delay in the issue of Swedish ID cards, from the normal 2 weeks to an estimated 6 weeks. This will delay the process for our international customers obtaining full access to their bank accounts especially the Internet banking.

Some US citizens cannot get a bank account at all without a Swedish ID card. This means they will be without bank account for at least 2 months after their arrival in Sweden.
