BritCham Event: Overcoming Asia’s Electricity Crisis

Energy is an enabler and creator of GDP. According to the Asian Development Bank, Asia is suffering from a US$8 trillion infrastructure deficit, but a lack of “bankable” projects is delaying much needed investment in the sector.

In this event, a panel of leading industry experts, who represent stakeholders from finance/government and developers/operators, will discuss bankability and other constraints affecting investment in Asia’s power sector and how these can be and are being overcome.

Topics that may be covered include:

• Bankability challenges such as lack of government guarantees, inadequate/undeveloped policy, land rights and fuel supply issues,
• Implications of the New Sector Understanding to the OECD Arrangement on Officially Supported Export Credits and Basel III,
• Which funding mechanisms project developers are tapping into,
• Which projects are progressing and why,
• Implications of national climate commitments in a post COP21 world,
• The energy mix (including coal vs large scale hydro), and
• The likely impact of the Asian Infrastructure Investment Bank.

SPEAKERS:

• Jean-Christophe Philbe is the Director of Asia Division of the EDF Group and is in charge of the EDF assets and of all new development opportunities for the EDF Group in this region.
• Alejandro Perez is a Senior Investment Officer at the Infrastructure and Natural Resources Department for the East Asia and Pacific Region of the International Finance Corporation (IFC), the private sector financing arm of the World Bank.
• Allard Nooy is the CEO of InfraCo Asia, and is responsible for the company’s strategic transformation process.

MODERATOR:

Bree Miechel is a specialist major projects lawyer with Simmons & Simmons and has worked in Asia for 10 years. She is a member of the British Chamber of Commercial Energy & Utilities Committee. She has extensive experience advising on project procurement and development across a wide range of energy and infrastructure projects, including power / renewables (coal, gas, wind, solar, hydro and biomass), oil & gas, water & waste, transport and social infrastructure.
