Airport Contract Manager Appointed

He will have responsibility for the management and administration of the operations phase of the Airport Design, Build and Operate Contract, the Air Service Provider Contract, and the Fuel Management Contract.

Edward was appointed on 22 July 2015 and is working remotely until he arrives on Island on Friday 4 September 2015 on a three year contract. He will initially be based in the Access Office to support the team there in the handover from the construction and certification phase of the Airport Project to the operations phase.

Edward brings a wealth of experience to his new post having worked in the aviation industry for over 40 years, including as the Managing Director of Malibu International Airport. He has experience in airport master-planning for existing aerodromes and on green-field sites, airport and airline operations, safety and security, airport engineering, and commercial and financial management.

Prior to taking up this post Edward was employed by the Paramount Aviation Group, Cayman Islands, as Director Handling/Contracts.

“The St Helena Airport Project is one of the most exciting I have ever seen. This airport is not just a piece of major engineering work – combining operations, safety, security and compliance to International Civil Aviation standards and recommended practices – it is also the opening of a territory to air transport which will have profound positive impacts for the people of St Helena.

“I am looking forward to working with my colleagues as well as other stakeholders and the general public – as it will be so important to have the project succeed for the short, medium and long term economic prosperity of the Island.

“Whilst working in the Cayman Islands I, together with the Director General Civil Aviation, implemented an air transport management course at the community college. The rationale behind this course was to provide Caymanians with an overview of the aviation industry from the regulatory, economic, financial, safety and security, and operational aspects of the business in order to promote and secure future supervisory and management positions in the industry. It is my intent to run a similar course each year on St Helena.” 

In November 2011, St Helena Government signed a Design, Build and Operate (DBO) contract with Basil Read (Pty) Ltd. The contract included £201.5 million for the design and construction of the airport, an additional amount - of up to - £10 million on shared risk contingency and £35.1 million for ten years of operation.

The project aims to provide air services to St Helena, fulfilling the UK Government’s commitment to maintaining access to the Island, and provide it with a real opportunity for economic growth through tourism.

Both the St Helena Government and the UK Government hope that this will lead to eventual financial self-sustainability for St Helena.
