A large London Acute Trust has a requirement for a Programme Director to lead in a major programme of projects to transform the Estate focusing mainly around inpatient accommodation and associated facilities.

The role will entail building and leading a programme team which will work with a wide range of stakeholders to plan and deliver world class services, develop modern and compliant facilities and achieve optimum use of the current site.

Key responsibilities will include:

  • Taking day to day responsibility for successful delivery of Development work within time, cost and quality;
  • Planning, organising, recruiting as appropriate, and leading a programme management office to deliver the programmes within the Trust’s governance structure and its adopted management and operating policies;
  • Ensuring that appropriate programme and project management documentation is developed and maintained as the basis for progression of activities and that people, including a range of external contractors are held to account;
  • Developing and refining the governance framework for the programmes as they evolve;
  • Developing and maintaining a comprehensive framework for management and reporting of risks and issues;
  • Coordinating the programme with other Trust projects and programmes and general operational activity and ensuring that momentum is maintained;
  • Ensuring that the programme is delivered within the cost, time and quality parameters set by the relevant Board Committees;
  • Developing a clear and compliant brief which has been endorsed by stakeholders;
  • Formulating robust documentation for bidding purposes;
  • Operating compliant and efficient procurement processes;
  • Leading and coordinating bid appraisal processes;
  • Leading negotiations with potential partners / providers;
  • Overseeing and administering contracts with providers / suppliers;
  • Developing and implementing negotiation strategies with potential providers and partners which draw appropriately on the Trust’s areas of expertise and achieve compliance with its governance framework. This may include private patient initiatives;
  • Developing and refining reporting processes which are able to provide a clear presentation of programme, cost and quality status, along with the status of relevant risks and issues for direction / agreement as appropriate;
  • Ensuring that robust arrangements are in place for the ongoing service delivery whilst any new development or refurbishment is underway so that patients and members of the public are protected throughout the development process and the Trust maintains its service positioning and improves market share;
  • Overseeing formulation and implementation of benefits realisation plans;
  • Planning and implementing quality management across the programme, together with assurance reviews at strategic stages in development.

The ideal candidate will have:

  • Degree level education or equivalent experience, skills and knowledge;
  • Significant experience of leading the planning and delivery of major public sector development projects / programmes;
  • Experience in the use of and appraisal of varying procurement routes such as Procure21 / PFI / PPP/ LIFT etc;
  • Project Management with a good working knowledge of methodologies such as Prince II.
