Decision: Not to activate the DERF to respond to the experienced humanitarian crisis in parts of Uvira and Fizi districts of South Kivu province, DRC

Reason: Beyond the alerting organisation no other Danish CSO without a separate humanitarian funding agreement with Danida is known to CISU to be active in South Kivu where the crisis-affected localities is localized to four villages within the two districts of Uvira and Fizi. It is assessed as too narrow a Danish resource base upon which to activate the DERF.

Assessment: The DERF is mandated to support Danish Non-HPA CSOs (Danish CSOs without a separate humanitarian partnership agreement with Danida) together with their partner organizations provide life-saving humanitarian assistance to crisis affected populations in poor countries. The Alert Note submitted does to a sufficient degree substantiate that the affected communities in the two mentioned districts are experiencing a humanitarian crisis.

The experienced humanitarian crisis is in principle eligible for DERF activation as it is assessed to present a rapid onset crisis resulting into humanitarian needs amongst local communities in the viallages of Kiliba, Kavimvira, Baraka and Mboko of the two districts of Uvira and Fizi in South Kivu, the DRC. It is clear that critical emergency needs do exist, particularly vulnerable groups within the communities such as the orphaned children do exist, it would be possible to ensure timeliness of potential DERF funded interventions, and there is a funding gap in the current response. In addition to these mentioned four criteria for activation of the DERF there is a fifth criteria, which is assessed not to be met; the existence of Danish presence and capacity to respond. In activation of the DERF it is also assessed whether there is a critical mass of Danish non-HPA CSOs active in the crisis locality who would be potential applicants to the DERF and should their applications be approved, they would participate in a response to the crisis in question. In the current case although there are 8 Danish non-HPA CSOs who have indicated an active presence in the Democratic Republic of Congo through the CISU World Map, only 1 of these is known to have been active years ago implementing a development project in South Kivu province. The crisis locality is further narrowed to four villages in 2 districts of South Kivu region, which makes it further unlikely that there are any other potential Danish CSO applicants beyond the alerting organisations. This is assessed as too narrow a base upon which to activate the DERF.
