Oslo to Host the 6th UPPER General Assembly on 20–21 May 2025
The city of Oslo will host the sixth General Assembly of the European UPPER project (Unleashing the Potential of Public Transport in Europe) on 20–21 May 2025, welcoming over 40 project partners from across the continent.
UPPER is a major EU-funded initiative running from 2023 to 2026, aimed at accelerating the shift toward more attractive, inclusive, and sustainable public transport systems. As the project reaches its midpoint, this milestone will be marked by the launch of the UPPER online platform—featuring two key tools: U-KNOW, a knowledge-sharing hub, and U-TRANSFER, designed to facilitate the uptake of best practices across cities. These tools are central to empowering cities and stakeholders to strengthen public transport as the backbone of urban mobility.
Representatives from ten cities and regions – including Île-de-France, Rome, Valencia, the Hannover Region, and Oslo – will gather to share progress, exchange ideas, and explore innovative mobility solutions. More than 60 experts in sustainable mobility, transport policy, and urban planning will engage in discussions on how to future-proof our cities in the face of climate change and rising social inequalities.
At the heart of the UPPER vision is the belief that mobility is not just a service, but a fundamental right—enabling access to work, education, and care. Public transport plays a crucial role in building more liveable, inclusive, and resilient cities.
The event will be hosted at Ruter’s offices, one of the Oslo-based partners in the project, providing a dynamic setting for reflection, collaboration, and forward-looking dialogue. The programme will include project updates, thematic workshops, site visits, and opportunities for knowledge exchange among cities, transport operators, researchers, and policymakers.
This gathering in Oslo provides a vital space to reinforce the project’s shared mission and ensure the delivery of long-term, meaningful impact across Europe.

Ruter As er et felles administrasjonsselskap for kollektivtrafikken i hovedstadsområdet. Vi administrerer over halvparten av kollektivtrafikken i Norge. Vår rolle er å planlegge, utvikle, samordne, bestille, markedsføre og informere om kollektivtrafikktilbudet. All operativ drift utføres av ulike operatørselskap som kjører på kontrakt for Ruter - alt innenfor samme billett- og prissystem. Våre eiere er Oslo kommune (60 %) og Akershus fylkeskommune, (40 %). Totalt var det 395 millioner påstigninger i området vi dekker i 2024.
