China: Low carbon development in Jiangsu Province

A delegation from Jiangsu Province accompanied by GIZ visited the Danish Energy Agency on 12 February 2015 to exchange knowledge and experiences on low carbon development.



A delegation from the Jiangsu Leading Group for Addressing Climate Change accompanied by Gesellschaft für Internationale Zusammenarbeit (GIZ) visited the Danish Energy Agency (DEA) on 12 February 2015 to exchange experiences on low carbon development. Jiangsu Province is one of the frontrunners in China’s low carbon development transformation and wants to find more systematic and sophisticated approaches to achieve their ambitious carbon intensity reduction target.

The Chinese delegation gave a presentation on the progress of low carbon development in Jiangsu Province. Jiangsu Province is preparing a policy framework on controlling greenhouse gas emissions towards 2020, which includes municipalities to take responsibility for their respective GHG emissions. Jiangsu Province is currently implementing pilot projects on low carbon development in three municipalities which includes energy efficiency in buildings, transportation and awareness/capacity building. Jiangsu Province has developed a provincial emission trading scheme and compile a yearly book on low carbon development at provincial level.

DEA shared Danish experience on low carbon development including Danish energy and climate policy, municipal implementation of the Danish Heat Supply Act and Building Regulation, municipal planning procedures as well as experiences on green cities in Denmark from Copenhagen, Aarhus and Sonderborg reflected in the 2014 Green Urban Denmark publication.  

The delegation saw in particular the relevance of the implementation of Danish climate and energy policies at municipal level, scenarios and projections on carbon emissions, CO2 calculator for municipalities, function of the European Emission Trading Scheme as well as green buildings in relation to low carbon development in Jiangsu Province.

The visit was arranged by COWI China and the German Gesellschaft für Internationale Zusammenarbeit.
