The Ministry of Trade and Industry of the Republic of Rwanda has issued an Tender to hire Consultancy Services for Domestic Market Recapturing

The Ministry of Trade and Industry of the Republic of Rwanda has issued an International Open Tender to hire a Consultancy firm for providing technical assistance to the selected anchor companies in Rwanda for domestic market recapturing. The cost of hiring is to be met with the funds received from the Govt. of Rwanda through its ordinary budget. Rwanda, over the years has been consistently having an external trade deficit which has resulted in a negative balance of payment (BOP) situation. Agricultural activity is subsidized heavily, services activities are dominated by trade, and the industrial sector is small. Though, the exports are concentrated towards few commodities, the country has tremendous potential to increase the exports in the short and medium term. Up gradation of producers and service providers is required to make them compete with the imports.

The development of Rwanda’s existing and potential production capacity is hence a high priority

consideration for the Ministry of Trade and Industry (MINICOM). It is for this reason the Domestic Market Recapturing Strategy (DMRS) has been developed to identify the priority sectors and the necessary and specific support is required. Hence, the Ministry of Trade and Industry is hiring the consultancy firm to realize the objective of recapturing the domestic market.

The Ministry Of Trade And Industry has thus invited interested professional firm to submit bids (technical and financial proposal) for the said tender. The selection of the Consultant would be on Quality Cum Cost Based Selection (QCBS) and procedures, as described in the Request for Proposal. The RFP is available in the procurement office of MINICOM from 18th, December, 2015. The deadline for bids (technical and financial proposal) submission is 4th February, 2016 at 14:00 am local time and the opening session, only for technical proposal, shall take place on the same day at MINICOM conference hall at 14:30 am local time.

Bidding will be conducted in accordance with the law No 12/2007 of 27/03/2007 and the Law no 5/2013 of 13/02/2013 modifying and completing the Law no 12/2007 of 27/03/2007 on Public Procurement.
