Lincolnshire East, Lincolnshire West, South Lincolnshire and South West Lincolnshire are the four Clinical Commissioning Groups (CCGs) and together they are responsible for commissioning health services for the population of Lincolnshire.

They are witnessing a period of significant change within the NHS as the service finds itself under severe strain in the face of unprecedented financial challenges. Due to growing demand and the increasing cost and complexity of the services they provide, the Lincolnshire STP footprint currently faces a significant financial deficit. This is a challenge which must be addressed urgently and the key to doing so will depend on their ability to evolve, to bring together competing organisations and their ability to commission innovative and effective pathways. Clinical Commissioning Groups (CCGs) lie at the heart of enabling this transformation.

In order to provide a strong commissioning voice for Lincolnshire, allow more effective joint working between the CCGs, and to support the realisation of the plans laid out in their STP, the CCGs have taken the decision to establish one Accountable Officer across the 4 CCGs. This will mean taking overall responsibility for commissioning services for a population of approximately 750,000 people and with a total budget of £1.2bn. There is no question that this is going to be a high profile and challenging post, but the appointed candidate will have the opportunity to play a leading role in shaping the future of health and social care across Lincolnshire.

The Accountable Officer will ensure the CCGs work collaboratively as an effective strategic commissioner for Lincolnshire. The successful candidate will drive the transformation the system requires by engaging with system leaders to develop effective partnership working. Ultimately, they want to provide the best quality and value of services to the population they serve and the Accountable Officer will champion this objective while ensuring the voice of the member practices is heard and that the interests of patients and the community remain at the heart of strategic objectives.

They aim to appoint an outstanding individual who will bring the right blend of attributes and a genuine affinity with the values and ambitions the 4 organisations share. Candidates must have acquired significant leadership experience at board level and will possess an in-depth understanding of the health system in this county.
