Criminal Behaviour Order - Kevin Spaine

Officers from the Liverpool local policing team have welcomed a 3 year Criminal Behaviour Order (CBO) issued against a man who has been involved in shop-lifting the city centre.

Kevin Spaine, 40 of No Fixed Abode was issued with the CBO on the 17th June 2019 at Liverpool Magistrates Court after he was identified as a prolific shoplifter who has also threated and used violence towards shop staff.

The order prohibits him from:

1) Entering a large part of Liverpool City Centre as per the attached Map,

2) Entering the ALDI Store on Clock Tower Drive, Liverpool,

3) Remain in any shop premises if asked to leave by a member of staff of those premises within the County of Merseyside.

4) Carry any knife or bladed article in any public place within the County of Merseyside,

5) Use abusive, threatening or offensive words or behaviour, including but not limited to shouting and swearing, that causes or is likely to cause harassment, alarm or distress to any other person within the County of Merseyside.
Any breach of these conditions will result in further action being taken. 

Neighbourhood Officer Adam Buckley said: "Criminal Behaviour Orders (CBO) are one of many tools available to us to tackle this type of behaviour, and I hope the issuing of this CBO will reassure the wider community that we will deal with anyone who behaves as Spaine did – having such an effect on businesses and shop workers in the area.

“We have found Criminal Behavioural Orders to be an extremely effective way of tackling persistent offenders who cause misery with anti-social behaviour.

“Any breach of this order up will result in further action being taken against Spaine, and we will act on all information provided should he breach any of these conditions.”
