Östgötatrafiken strengthens data-driven public transportation with Consat Telematics

Östgötatrafiken, the public transport authority in Östergötland County, has implemented Automatic Passenger Counting (APC) from Consat Telematics, enabling more precise, data-driven decision-making across its transport network.

Operating within a modular system environment with multiple suppliers, Östgötatrafiken has prioritised flexibility and control over its infrastructure. APC now plays a central role in strengthening service planning, monitoring, and passenger insights.

The important thing is that each supplier not only focuses on their own part, but also helps troubleshoot and solve issues in other systems they depend on,” says Albert Gunnarsson, System Integrator at Östgötatrafiken.

From limited data to full visibility

Before the implementation, the organisation lacked detailed passenger data. Today, all vehicles are equipped with passenger counting technology, providing high-resolution data across buses, trams, and trains.

The solution combines onboard sensors with a central matching service from Consat Telematics, transforming raw data into quality-assured passenger insights. This data is integrated into Östgötatrafiken’s platform and combined with sources such as ticket validations, enabling deeper analysis and improved accuracy.

Better planning and monitoring

The availability of detailed passenger data has improved both service planning and operational monitoring, while also supporting sustainability reporting through better visibility of travel patterns.

For example, low ticket validation rates on trams in Norrköping were identified and addressed through targeted communication measures.

A collaborative approach

Beyond the technology, close collaboration has been key. In a system where the authority manages integration, Consat Telematics has acted as a flexible and solution-oriented partner across different vehicle types and technical environments.

You take on the role of a puzzle piece and an enabler within our system landscape,” Gunnarsson adds.

With APC fully operational since 2019, Östgötatrafiken has established a scalable foundation for smarter, more efficient public transport.
