Making Competencies Visible: Charité Adopts a Digital Platform from Norway

Beginning in September 2026, Charité – Universitätsmedizin Berlin will pilot Dossier, a Norwegian digital platform designed to provide a clear overview of competencies and qualifications across different clinical settings. The innovation partnership covers several areas of application and involves several thousand employees.

From Data Silos to a Clear Overview
In large hospitals, information about competencies and qualifications is often scattered across different systems, documents and departments. Finding, consolidating and updating this information takes time and makes it harder to take informed decisions.

Dossier brings this information together. Managers can see which qualifications are available within their teams and where mandatory training, additional qualifications or formal approvals are still missing. This enables them to plan onboarding, organisational changes, the allocation of responsibilities and professional development more effectively. It also helps them compile documentation for audits and consider critical competencies in succession planning. At the same time, employees can see which requirements they already meet and which steps remain.

The platform also provides clarity in crisis situations. Those responsible can identify more quickly which employees hold specific qualifications or have relevant operational capabilities.

Areas of Application within Charité
Charité will use Dossier in several areas of application and organisational units, each with different requirements for roles, qualifications and professional development:

  • competency management and documentation of qualifications in nursing
  • succession planning for medical staff
  • advanced nursing practice and the delegation of medical tasks
  • occupational health examinations and associated deadlines
  • competencies for crisis and disaster preparedness

The platform provides a shared technical foundation while allowing individual clinical fields, functions and organisational units to adapt it to their particular requirements.

Example: Safeguarding Critical Competencies at the German Heart Center
At the German Heart Center at Charité, succession planning is a central focus of the innovation partnership. When experienced professionals retire, critical medical expertise may be lost. The German Heart Center therefore aims to record qualifications systematically and identify at an early stage which competencies will need to be replaced or developed in the future. Medical career and development pathways will also be mapped, helping the organisation prepare successors and plan the transfer of knowledge more effectively.

“Highly specialised medicine depends to a significant degree on the knowledge and expertise of our employees. In view of demographic change, we need to identify at an early stage which competencies we will require in the future, where valuable experience may be lost, and how that knowledge can be passed on systematically. During the pilot, we will examine whether Dossier can help us provide greater transparency around qualifications and development opportunities, support employees more effectively, and safeguard the transfer of knowledge over the long term,” says Professor Volkmar Falk, Medical Director of the German Heart Center at Charité.

A Shared Foundation with Individual Adaptation
For each area of application, the Dossier platform shows which roles, requirements and development pathways are relevant. The specialist teams share their experience and the competency models they develop together, allowing other departments to benefit from these approaches.

“The innovation partnership with Charité is not only about technology. It is also about increasing efficiency through standardised content and promoting a culture of sharing and collaboration around competencies and qualifications,” says Even Harket, COO EU/APAC at Dossier.

The platform was previously adapted to key requirements of German university hospitals through a joint project with University Hospital Bonn and University Medical Center Göttingen. That project focused on competency management in nursing.
