UPDATE: Investigation into woman's murder in Westminster

Detectives are continuing to appeal for information following the murder of a 27-year-old woman in Westminster.

Commander Owain Richards, said:

“This morning we named the victim of a fatal stabbing at an address in Westminster as Kamonnan Thiamphanit.

“Kamonnan had dual nationality – Chinese/ Hong Kong and Thai, she was aged 27, and was working in London.

“We are supporting her devastated family and friends as best we can as they come to terms with their tragic loss. They are overseas and the process of informing them has taken some time as a result.

“To lose a loved one in these circumstances is unimaginable, and our thoughts are with them. We ask that their privacy is respected at this very sad and difficult time.

“I completely understand the shock and concern this incident has caused, especially to women living and working in the area, and indeed to Londoners as a whole. I understand there is significant speculation about what happened to Kamonnan.

“While our detectives are keeping an open mind for any motive, I can confirm that it is likely her attacker was known to her.

“I reiterate our appeal for anyone who has information or material that could assist the investigation to make contact with us

“We recently shared information about the work we’re doing to tackle violence against women and girls, using data-led tactics to target dangerous offenders and bring them to justice. Kamonnan’s murder makes us all the more determined in our efforts to do everything we possibly can to keep women and girls safe."

Police received two calls from the same person on Sunday, 7 April raising concerns for the welfare of the woman – one at 19:05hrs and one at 21:34hrs.

The woman – now known to be 27-year-old Kamonnan Thiamphanit, who was also known as Angela - was initially graded as a medium risk missing person prior to the discovery of her body.

The Met's Directorate of Professional Standards were informed and a mandatory referral was made to the IOPC in relation to the initial contact from the woman's friend.

The IOPC decided that the matter should be refereed back for local investigation.

The DPS will now investigate whether there are any conduct matters or learning opportunities for officers or staff in relation to the decisions made and the police response prior to Angela’s body being found.

Officers will ensure Kamonnan’s family are kept informed.
