Developer raises the Roof in Westbourne

Tanner & Tilley Town Planners working for their client Juno Developments on their offices in Milburn Road, Westbourne are delighted to have won an appeal for their client against a refusal for a pitched roof to replace an existing flat roof. The proposal had previously been refused before Tanner Tilley got involved. The reason for refusal was that the increased roof height and associated alterations would visually create a three storey building that would appear dominating in the street scene and out of keeping with the character of the Conservation Area. As such the development was not considered to preserve or enhance the character or appearance of the conservation area.

 

However after a carefully presented argument by Tanner & Tilley an appeal Inspector decided to allow the appeal and grant planning permission for a replacement pitched roof to the existing office unit, including new glazing and balcony. The main issue that saw a refusal originally was whether the proposal would preserve or enhance the character or appearance of the Westbourne Conservation Area and the Appeal Inspector decided that the area is mainly offices and rear service yards and outbuildings. The property is set back from

the road frontage. The proposed design would introduce an element of a third floor, albeit within the roof slopes The Appeal Inspector deemed it would not look unduly prominent and so this would not be harmful to the wider character of the area.  In conclusion the appeal inspector concluded that this proposal would preserve the character and appearance of the area.

 Matt Holmes Associate Planner commented that this Appeal Decision “I am delighted that we have been able to secure planning permission at appeal for Juno Developments. This permission will enable the applicant to make improvements to their office space whilst ensuring that the external appearance of the building would remain appropriate given its location within a Conservation Area and close to historic buildings.”
