‘Doing different things’ in care and support in Wales / 'Gwneud pethau gwahanol' mewn gofal a chefnogaeth yng Nghymru

Welsh Government projects pilot new approaches to encourage delivery of new ways of delivering care and support by social enterprises and co-operatives 

• Pilot projects exploring new approaches and ‘doing different things’ to ensure delivery of care and support where it is needed
• Six pilot schemes dealing with different issues across Wales
• Support provided by the Wales Co-operative Centre and Social Firms Wales
• Conference to explore social care delivery and procurement practices

Welsh Government will support six pilot projects to examine new approaches to delivering care and support using social enterprise and co-operative business models.

The Wales Co-operative Centre and Social Firms Wales will support six pilot projects as part of the implementation of the Social Services and Well-being (Wales) Act which introduces a duty on local authorities to promote social enterprises, co-operatives, user led services and the third sector to deliver care and support.

Minister for Health and Social Services, Mark Drakeford commented,

“Exploring new ways of working with people is a really important part of securing change in social services. People must be supported to take ownership of their well-being where they are able to and to be at the heart of designing services. People know what they need and what matters to them.

Providing hands -business support to these projects is important and offers exciting opportunities for us all to learn what works. I am really pleased to see we have a broad range of projects which will innovate and really move the agenda on. For example, in Solva, we have a rural community that is designing a very different way of working – the community supporting itself”.

The six projects will receive 6 months targeted support. . The Welsh Government believes that the projects will generate new approaches and best practice that can be shared across Wales. Positive results from the pilot projects will encourage much more innovation and diversity of approach, with people and communities getting involved in the design and delivery of their own services, and more co-operatives and social enterprises getting involved in care and support.

All of the pilot projects are about putting people at the centre – designing services around what people want – encouraging better targeted and more efficient services.

The pilot schemes include:

Anglesey County Council

Anglesey County Council will develop an existing facility on the Heulfre Estatee, which is already run by their social services department, into a social co-operative. The site, near Beaumaris, will provide community based services and employment opportunities. It will also provide real working and training opportunities for adults with learning and physical disabilities living on the island.

Aberdyfi Project

The Aberdyfi project is using a redundant primary school to provide respite and day care facilities for older people. Their plan is to run a social enterprise through the Aberdyfi Enterprise Trust, serving to answer the needs of older citizens and to address the issue of employment in the area. Providing respite and day care for older people is regarded by the project as a first step on a journey of a social/community enterprise on the site.

Down To Earth

The Down to Earth project will work with very vulnerable and ‘hard to reach’ groups through activities in the outdoors. Its pilot project will develop and scale up previous activities delivered around the Swansea Bay area. These will include promotion of well-being through outdoor activity; increased voice and control, enabling participants to choose their own learning pathway and design and build their own community infrastructure; and a targeted focus on prevention and early intervention.

Vale of Glamorgan Council

The Vale of Glamorgan will lead on a project which will address options for providing care to older people and ensuring that the support on offer is flexible enough to meet their changing needs.

Solva Community Care

The Solva Care Project is a community generated social enterprise, led by the citizens of Solva, which aims to improve the health and well-being of the community of Solva. It plans to establish a non profit making care company which will provide care packages at a number of levels to meet the needs of individuals and households in Solva Village and the local area. They intend to support the older and more vulnerable members of their community in their efforts to stay in their own homes and remain part of the community for as long as possible. Solva Care will employ and train people from the local community to act as paid carers.

MaryDei Trust

The Mary Dei Trust was set up by two sisters in Denbighshire who were carers for their disabled parents. The trusts will develop and build on a number of elements of its existing service, from developing its recycling and retail business strands to delivering help and support to carers within the community of Denbighshire.

Derek Walker is the Chief Executive of the Wales Co-operative Centre which, with Social Firms Wales, is supporting the pilot projects through their development. He is delighted to be able to help develop the projects,

“The Social Services and Well-Being (Wales) Act brings exciting opportunities by requiring local authorities to promote social enterprises, co-operatives, user led services and the third sector.

“Thinking differently is the key and we’ve encouraged these pilot projects to tear up the rule book. They are utilising a business based approach to the delivery of quality social care which will empower the service users, carers and people working within the sector.

“We are grateful to Welsh Government for supporting the third sector in developing these new approaches and we look forward to supporting the pilot projects throughout their development”.

San Leonard is Chief Executive of Social Firms Wales. She commented,

“The time has never been better to consider different approaches to how services are purchased and delivered for communities across Wales. The pilot projects provide a foundation on which to build services that are fit for modern day wants, needs and requirements which are effective and efficient.

The flexibility and diverse nature of enterprise is fast becoming recognised for its suitability not just to provide goods and services to businesses and the consumer, but how general business principles can be adopted and applied in relation to cost effective public service delivery both independently or in collaboration with other organisations.”

Doing Different Things Conference

Many of the lessons that have already been learnt from these pilot projects will be discussed at a conference to be held at the Lysaght Institute in Newport on Thursday 4th December.

The conference is part of the consultation process, and it will be attended by Professor Mark Drakeford AM, the Welsh Government Minister for Health and Social Services, and chaired by Professor Andrew Davies. The conference offers a practical one day event for local authorities, social enterprises, co-operatives and other third sector organisations to explore the implications of the Act. The programme is designed to help third sector organisations discover how they can support in the delivery of social care and well-being in Wales.

Bydd Llywodraeth Cymru yn cefnogi chwe phrosiect peilot i archwilio dulliau newydd o ddarparu gofal a chefnogaeth trwy ddefnyddio modelau busnes mentrau cymdeithasol a chydweithredol.

Bydd Canolfan Cydweithredol Cymru a Cwmnïau Cymdeithasol Cymru yn cefnogi chwe phrosiect peilot yn rhan o roi ar waith Deddf Gwasanaethau Cymdeithasol a Llesiant (Cymru) sy'n cyflwyno dyletswydd ar awdurdodau lleol i hyrwyddo mentrau cymdeithasol, mentrau cydweithredol, gwasanaethau sy'n cael eu harwain gan ddefnyddwyr a'r trydydd sector i ddarparu gofal a chefnogaeth.

Dywedodd yr Athro Mark Drakeford, y Gweinidog Iechyd a Gwasanaethau Cymdeithasol,

"Mae ymchwilio i ffyrdd newydd o weithio gyda phobl yn rhan bwysig iawn o sicrhau newid mewn gwasanaethu cymdeithasol. Mae'n rhaid cefnogi pobl i berchnogi'u lles lle maen nhw'n gallu a bod wrth wraidd dylunio gwasanaethau. Mae pobl yn gwybod yr hyn y mae ei angen arnyn nhw a'r hyn sydd o bwys iddyn nhw.

Mae darparu cymorth busnes ymarferol i'r prosiectau hyn yn bwysig ac mae'n cynnig cyfleoedd cyffrous i ni gyd ddysgu'r hyn sy'n gweithio. Bydd y chwe phrosiect yn cael 6 mis o gefnogaeth a dargedir. Mae Llywodraeth Cymru yn credu y bydd y prosiectau'n cynhyrchu dulliau newydd o fynd ati ac arfer gorau y byddai modd eu rhannu ledled Cymru. Bydd canlyniadau cadarnhaol o'r prosiectau peilot yn annog dull llawer mwy arloesol ac amrywiol o fynd ati, a bydd pobl a chymunedau'n rhan o ddylunio a darparu'u gwasanaethau'u hunain. Yn ogystal, bydd rhagor o fentrau cydweithredol a mentrau cymdeithasol yn chwarae rhan mewn gofal a chefnogaeth.

Diben pob un o'r prosiectau peilot yw bod pobl yn ganolog – yn dylunio gwasanaethau o gwmpas yr hyn y mae pobl am ei gael – gan annog gwasanaethau mwy effeithlon sy'n cael eu targedu'n well.

Cyngor Sir Ynys Môn

Bydd Cyngor Sir Ynys Môn yn datblygu cyfleuster presennol ar Ystâd Heulfre, sydd eisoes yn cael ei redeg gan adran gwasanaethu cymdeithasol y Cyngor, i fod yn fenter gymdeithasol. Bydd y safle, ger Biwmares, yn darparu gwasanaethau sy'n seiliedig yn y gymuned a chyfleoedd cyflogaeth. Bydd hefyd yn darparu cyfleoedd gweithio a hyfforddi go iawn i oedolion a chanddynt anableddau dysgu a chorfforol ar yr ynys.

Prosiect Aberdyfi

Mae prosiect Aberdyfi'n defnyddio ysgol gynradd wag i ddarparu cyfleusterau gofal seibiant a gofal dydd i bobl hŷn. Bwriad y prosiect yw rhedeg menter gymdeithasol trwy Ymddiriedolaeth Menter Aberdyfi, a bodloni anghenion dinasyddion hŷn a mynd i'r afael â chyflogaeth yn yr ardal. I'r prosiect, mae darparu gofal seibiant a gofal dydd i bobl hŷn yn gam cyntaf ar daith menter gymdeithasol/gymunedol ar y safle.

Down To Earth

Bydd prosiect Down to Earth yn gweithio gyda grwpiau sy'n agored iawn i niwed a grwpiau 'anodd eu cyrraedd' trwy weithgareddau yn yr awyr agored. Bydd ei brosiect peilot yn datblygu a chynyddu gweithgareddau blaenorol a ddarparwyd o gwmpas ardal Bae Abertawe. Bydd y rhain yn cynnwys hyrwyddo lles trwy weithgareddau awyr agored; cynyddu llais a rheolaeth, gan alluogi cyfranogwyr i ddewis eu llwybr dysgu eu hunain a dylunio ac adeiladu'u seilwaith cymunedol eu hunain; a ffocws a dargedwyd ar atal ac ymyrryd yn gynnar.

Cyngor Bro Morgannwg

Bydd Bro Morgannwg yn arwain prosiect a fydd yn mynd i'r afael â dewisiadau ar gyfer darparu gofal i bobl hŷn a sicrhau bod y gefnogaeth a gynigir yn ddigon hyblyg i fodloni'u hanghenion newidiol.

Gofal Cymunedol Solfach

Mae Prosiect Gofal Solfach yn fenter gymdeithasol a gynhyrchwyd yn gymunedol, dan arweiniad dinasyddion Solfach, a chanddi'r bwriad o wella iechyd a lles cymuned Solfach. Bwriad y prosiect yw sefydlu cwmni gofal nid er elw a fydd yn darparu pecynnau gofal ar nifer o lefelau i fodloni anghenion unigolion ac aelwydydd pentref Solfach a'r ardal leol. Mae hefyd yn bwriadu cefnogi aelodau hŷn a mwy agored i niwed ei gymuned wrth iddynt ymdrechu i aros yn eu cartrefi a pharhau'n rhan o'r gymuned cyhyd ag y bo modd. Bydd Gofal Solfach yn cyflogi ac yn hyfforddi pobl o'r gymuned leol i fod yn ofalwyr â thâl.

Ymddiriedolaeth MaryDei

Sefydlwyd Ymddiriedolaeth MaryDei gan ddwy chwaer yn Sir Ddinbych a oedd yn gofalu am eu rhieni anabl. Bydd yr ymddiriedolaeth yn datblygu nifer o elfennau o'i gwasanaeth presennol, o ddatblygu'i changen busnes ailgylchu a manwerthu i ddarparu help a chefnogaeth i ofalwyr yng nghymuned Sir Ddinbych.

Derek Walker yw Prif Weithredwr Canolfan Cydweithredol Cymru sydd, ar y cyd â Cwmnïau Cymdeithasol Cymru, yn cefnogi'r prosiectau peilot trwy'u datblygiad. Mae'n falch o allu helpu i ddatblygu'r prosiectau,

Cynhadledd Gwneud Pethau Gwahanol

Trafodir llawer o'r gwersi sydd eisoes wedi'u dysgu o'r prosiectau peilot hyn mewn cynhadledd i'w chynnal yn Sefydliad Lysaght yng Nghasnewydd ddydd Iau 4 Rhagfyr.

Mae'r gynhadledd yn rhan o'r broses ymgynghori, ac yn bresennol fydd yr Athro Mark Drakeford AC, Gweinidog Iechyd a Gwasanaethau Cymdeithasol Llywodraeth Cymru, a'r cadeirydd fydd yr Athro Andrew Davies. Mae'r gynhadledd yn cynnig digwyddiad undydd ymarferol i awdurdodau lleol, mentrau cymdeithasol, mentrau cydweithredol a sefydliadau eraill y trydydd sector i archwilio goblygiadau'r Ddeddf. Dyluniwyd y rhaglen i helpu sefydliadau'r trydydd sector i ddarganfod sut y gallant gefnogi darparu gofal cymdeithasol a lles yng Nghymru.
