Nordic-Baltic Hydrogen Partnership Gains Momentum

The Nordic-Baltic hydrogen partnership is taking further shape: SEFE, the BHC consortium, and project developers are advancing the integration of production and transport infrastructure in a coordinated manner. The focus is on a systemic approach in which supply, transport, and demand are developed in parallel to accelerate market ramp-up.

A key project is “CIS Liepāja” in Latvia, which is expected to reach a production capacity of around 100,000 tonnes of green hydrogen per year in its initial phase. A significant share of this volume is intended for export to Germany and other EU markets. With an investment volume well above €1 billion, the project highlights both the economic potential of the region and its emerging role as a future hydrogen supplier.

The required infrastructure is being developed by the BHC consortium (Baltic Hydrogen Collector), bringing together leading transmission system operators such as GASCADE Gastransport GmbH, Gasgrid Finland, Elering, Conexus Baltic Grid, and Amber Grid. The project has been designated a Project of Common Interest (PCI) and has already received EU funding for preparatory work, with commissioning expected in the early to mid-2030s.

The initiative underscores the emergence of a connected hydrogen ecosystem in the Baltic Sea region. By closely linking production and infrastructure, concrete import corridors are beginning to take shape—strengthening security of supply, diversifying energy sources, and reducing Europe’s dependence on fossil fuel imports.
