Eurofound opens applications to join its network of correspondents

Eurofound has launched a public procurement procedure for the establishment of a new Network of Eurofound Correspondents (NEC) across the 27 European Union Member States.

This network serves as a crucial mechanism for gathering timely and relevant national-level information and analysis, underpinning Eurofound’s research and monitoring activities in the key areas of working conditions, industrial relations and social dialogue, employment and labour markets, and living conditions.

For decades, Eurofound has been committed to providing robust knowledge to support the development of informed social, employment, and work-related policies in the EU. A core component of this commitment is the systematic monitoring of developments within Member States.

While Eurofound’s Europe-wide surveys provide valuable data, the Network of Eurofound Correspondents is indispensable for sourcing detailed, country-specific information, particularly in areas where comprehensive harmonised EU-level data is limited or where nuanced qualitative insights are required.

The NEC contributes to Eurofound's capacity to systematically map, compare, and analyse national regulations, policies, and practices. The network's contributions feed into a wide range of Eurofound outputs, including comparative reports, Working Life country profiles, the EU PolicyWatch database of national policy initiatives, studies on the representativeness of EU-level social partners, and analysis of significant restructuring events.

Through regular reporting, the network enables the tracking of trends in areas such as minimum wages, working time, and the involvement of social partners in national policy formulation.

The NEC is instrumental in ensuring that the Agency's research maintains a balanced perspective and accurately reflects the diverse realities and viewpoints within each Member State, as such a close relationship with social partners on national level is preferred from all applicants.

The tender aims to select a national correspondent or a consortium of experts for each of the 27 EU Member States. Recognising the extensive scope of expertise required across Eurofound's mandated areas, the formation of consortia is encouraged to ensure comprehensive coverage and capacity.

The contracts awarded through this tender process are anticipated to be in place for a four-year duration, from Spring 2026 to Spring 2030. The appointed correspondents will be responsible for the systematic gathering, analysis, and reporting on country-specific developments in alignment with the priorities set out in Eurofound's Multiannual research programme 2025–2028, entitled ‘Responding to Europe’s new opportunities and challenges’.
