Press release —

Norfund to invest EUR 350 million more in Ukrainian private businesses

From 2027 to 2030, Norfund will invest an additional EUR 350 million in Ukraine, beyond the EUR 93 million already allocated.

Norfund makes commercial debt or equity investments between EUR 5 and 50 million through the Norwegian “Ukraine Investment Fund”.

"The Ukraine Investment Fund is Norway's most important civilian contribution to increasing economic activity and job creation in Ukraine. Ukraine needs someone willing to take the risk. There is a significant shortage of the kind of risk-tolerant equity capital that the Fund can offer," says Espen Barth Eide, Norway's Minister of Foreign Affairs.

Since the Norwegian government decided in 2024 that Norfund would manage the Ukraine Investment Fund, Norfund has built a pipeline and made several initial investments, with more to come over the next year.

"We have made some good initial investments in Ukraine, and we are seeing strong demand for the capital we can offer. The scale-up plan gives us the predictability that is essential for planning our continued work in Ukraine together with existing and new partners," says Erik Sandersen, CEO of Norfund.

So far, Norfund has invested in the expansion of the M10 industrial park in Lviv, which facilitates westward trade; Dragon Capital Rebuild Ukraine Fund (REBUF); the Horizon Capital Catalyst Fund (HCCF); and the modernisation of the Yarych biscuit factory in the Lviv region, laying the groundwork for increased exports.

"We're looking for profitable, well-run Ukrainian companies that are ready to grow, whether that's a renewable energy project set to build, a manufacturer or agribusiness expanding its capacity, a bank growing its loan book, or another company with strong growth potential. We take a minority stake and leave the company in control," says Erik Sandersen, CEO of Norfund.

The scale-up plan for 2027–2030 involves a transfer of EUR 70 million in 2027 and EUR 93 million annually in 2028, 2029 and 2030. The funds are channeled through the Ukraine Investment Fund, managed by Norfund, the Norwegian Development Finance Institution.
