H2APEX and CIP Announce Closing of Strategic Partnership

H2APEX and Copenhagen Infrastructure Partners (CIP) today announced the closing of their strategic partnership for the joint hydrogen project in Lubmin. Earlier, H2APEX and CIP had revealed that the Danish fund manager would acquire a 70% stake in the project’s first phase. This phase is being supported through funding from the IPCEI program.

With this agreement, H2APEX secures pre-financing of the IPCEI grant amounting to €167 million, while also gaining additional capital for further investments in the project. Until the final investment decision, CIP will initially invest €15 million and, together with H2APEX, finance the total project volume up to commissioning.

The first development stage foresees an electrolysis capacity of 100 MW, with an expected annual production of up to 10,000 tons of green hydrogen. The Lubmin site is considered particularly suitable for hydrogen production: it is located near the Baltic Sea coast, has access to offshore wind energy, and can be connected to the planned German hydrogen core network—specifically the “Flow – Making Hydrogen Happen” project.

The transition from development to construction is scheduled for 2026, with commissioning targeted by 2028. In the long term, H2APEX plans to expand the site’s capacity to more than 1,000 MW.

Peter Rößner, CEO of H2APEX, described the partnership with CIP as a milestone in expanding the company’s hydrogen production capabilities. Felix Pahl, Partner at CIP, emphasized that the project sends a strong signal for the growth of green infrastructure in Germany.
